The Legislation: 

The Fairness to Homeowners Act prohibits home mortgage lenders from making a loan without verifying the borrowers’ ability to pay it back. The bill also limits points and fees on new mortgages, prohibits lenders from steering borrowers into a higher-interest mortgage than they would otherwise qualify for, and makes other reforms to protect homebuyers and refinancers from being taken advantage of by unfair lending practices.
