Prepare All Kids Act of 2007

The Legislation: 

The Prepare All Kids Act provides federal assistance to states to establish voluntary full-day preschool programs targeted at families making 200% of the federal poverty line or less. Preschool is a highly effective public investment with lifelong benefits including increased likelihood of graduating high school and being employed in adulthood. There is also a House version of this bill: HR 2859, sponsored by Rep. Carolyn Maloney.
