The Legislation:

The Renewable Electricity Standard bill requires that 20 percent of the energy used by utility companies to generate electricity come from renewable sources by 2020. The bill sets up a system of renewable energy credits that utilities could earn by producing renewable energy and then trade amongst each other. The bill is projected to benefit the middle class by creating more than 350,000 new jobs, saving consumers money on their electricity bills, and reducing the pollutants that contribute to global warming.
